The file is over megs so it should take atleast a few seconds to download and then install for you I have tried that,i still takes less than a second and yes it is from Steam.

Steam should look at the files, realize it didn't download anything and fill in the blanks. I have been looking more into the steam troubleshooting but not a whole lot to be found on the issue. But definitely Same problem for me as well. It doesnt actually download anything but says it does but it verifies that nothing has been downloaded.
