The file is over megs so it should take atleast a few seconds to download and then install for you I have tried that,i still takes less than a second and yes it is from Steam.

Steam should look at the files, realize it didn't download anything and fill in the blanks. I have been looking more into the steam troubleshooting but not a whole lot to be found on the issue.
